Barrow Pensioner Jailed for 31 Months Over Cannabis Farm Role

Andrew John Monaghan, a 60-year-old man from Mount Pleasant in Barrow, has been jailed for his role in producing cannabis.

Monaghan was sentenced at Preston Crown Court on April 20th after admitting involvement in the production of cannabis. The offence took place in Barrow on July 19, 2018.

Recorder Ayesha Siddiqi sentenced him to 31 months in prison. Monaghan was also ordered to pay a £170 victim surcharge.

The case comes at a time when cannabis is being discussed more openly across Cumbria, especially because the county has seen high levels of prescription medical cannabis use. While illegal cannabis production remains a criminal offence, the sentence may feel heavy to some people. Particularly given Monaghan’s age and the changing debate around cannabis.

Cannabis is still classed as a Class B drug in the UK.

It is illegal to grow, produce, supply or possess cannabis unless it is being used within the proper legal and medical framework. People cannot grow cannabis for personal use, even if they believe they need it for health reasons.

This means there is a clear legal difference between someone with a prescription for medical cannabis and someone involved in growing cannabis illegally.

The courts continue to treat cannabis production as a serious offence, and this case shows that prison remains a possible outcome.

The case also comes during a wider change in how cannabis is viewed.

Medical cannabis has been legal in the UK since 2018 when prescribed by a specialist doctor. Access through the NHS remains limited, so many patients use private clinics instead.

Cumbria has recently been highlighted for high levels of prescription cannabis use, with areas such as Barrow forming part of that wider picture.

This does not make illegal cannabis farms legal. However, it does show how public attitudes are becoming more complicated. Cannabis is no longer seen by everyone in the same way it once was. Especially when it is being used legally by patients for medical reasons.

A Sentence That May Divide Opinion

Some people will see the sentence as a straightforward result of illegal drug production.

Others may feel that 31 months in prison is a strong punishment for an older man involved in a cannabis-related offence, particularly at a time when the legal use of medical cannabis is increasing.

The case highlights the gap between current drug laws and changing public views. Cannabis can now be prescribed legally, but growing it outside the law will still lead to a lengthy jail sentence.

For Monaghan, that has meant more than two and a half years in prison, along with a victim surcharge.
