Permission granted for Barrow sewage works after project had already started
Plans linked to improvements at Barrow’s wastewater treatment works have been granted permission, despite work on the site having already started.
The application relates to United Utilities’ wider programme to improve wastewater infrastructure in Barrow and reduce storm overflow spills into local waters.
The work forms part of a major investment plan covering the Barrow catchment. Including improvements to storm overflows, sewer capacity and water quality around Walney Channel, the Irish Sea and Morecambe Bay.
The permission was granted by Westmorland and Furness Council. The decision follows growing public concern over sewage discharges and the pressure on water companies to upgrade ageing systems.
Why the work is being carried out
Barrow has a largely combined sewer network. This means wastewater from homes and businesses can share parts of the same system as rainwater from roofs, roads and hard surfaces.
During normal dry weather, this system can cope with flows. But during heavy or prolonged rain, the amount of water entering the sewers can rise sharply. When there is too much water for the network or treatment works to handle, storm overflows can operate as a release point.
United Utilities says storm overflows are designed to reduce the risk of sewage backing up into homes, businesses and streets during periods of heavy rainfall.
However, the use of storm overflows has become a major public concern because they can lead to diluted sewage being discharged into rivers, estuaries and coastal waters.
A wider action plan for Barrow
The latest planning decision sits within United Utilities’ long-term Action Plan for Barrow.
The company says the work will see improvements to 21 storm overflows across nine locations in the Barrow catchment. The aim is to reduce spills and improve water quality in the Walney Channel, Irish Sea and Morecambe Bay.
The company has also said its work in Barrow is intended to reduce the number of spills to no more than 10 spills per year over a 10-year period, with some locations targeted for three spills per bathing season.
This is particularly important because Walney has three designated bathing waters: West Shore, Sandy Gap and Biggar Bank.
What is being upgraded?
The wider programme involves several types of work.
One part of the plan is to create more storage in the network. Storage tanks can hold excess storm water during heavy rain. Giving the treatment works more time to process flows once the system has capacity again.
Another part of the programme involves separating surface water from the combined sewer network where possible. This means cleaner rainwater from roofs, roads or hard surfaces can be directed away from the sewer system. Leaving the treatment works to deal with wastewater rather than large volumes of rainwater.
United Utilities has described this as a more efficient and sustainable way to manage flows.
Why starting work before permission matters
The unusual point in this case is that permission has been granted after some work had already started.
That does not automatically mean the whole project was unlawful or that the council had to refuse the application. In planning, councils can consider applications where work has already begun or where development is partly retrospective.
However, it does raise questions about process, timing and oversight.
For large infrastructure schemes, especially those involving sewage, drainage and coastal water quality, local people are likely to expect clear communication before visible work begins. Residents may also want to understand exactly what has started, what still needs approval and how the council will monitor the site.
Barrow’s treatment works
Barrow Wastewater Treatment Works was built in 1996. It treats wastewater from the area before it is returned to the environment.
Before the current works were built, much of Barrow’s sewage was discharged largely untreated into the Walney Channel and Roosecote Sands area. Since then, there have been several phases of investment, including new sewerage systems, pumping stations, screening improvements, additional storage and a longer sea outfall.
United Utilities has also added ultraviolet treatment at Barrow, which is used to neutralise bacteria and help protect water quality.
Public concern over sewage spills
The decision comes at a time when sewage discharges remain a major issue nationally and locally.
People living near rivers, beaches and coastal paths have become more aware of storm overflow data and the impact discharges can have on water quality, wildlife and public confidence.
In Barrow and around Walney, the issue is especially sensitive because coastal waters are used by swimmers, walkers, wildlife groups, anglers and local communities.
While water companies argue that major upgrades take time and investment, many residents want faster action and clearer accountability.
What residents may notice
Large wastewater projects can bring disruption while work is under way.
Depending on the exact works being carried out, residents may see construction traffic, temporary compounds, traffic management, noise, dust or temporary footpath and access changes.
United Utilities has previously said it aims to keep local disruption to a minimum and keep communities updated where works affect roads, paths or nearby land.
Once complete, the aim is for the upgrades to reduce the pressure on the sewer network during heavy rainfall and cut the number of storm overflow spills.
What happens next?
With permission now granted, the project can move forward under the conditions set by the council.
Those conditions are important because they control how work is carried out and how impacts such as drainage, ecology, noise, working hours, traffic and site restoration are managed.
The wider Barrow programme is expected to run over several years, with completion of some works planned by 2028.
For residents, the key test will be whether the investment leads to clear, measurable improvements in water quality and fewer sewage spills in the years ahead.
