Pioneer Park plans move forward amid questions over data centre benefits
Plans are being developed for a major clean energy and technology park on land beside Sellafield.
The proposed Pioneer Park would cover around 200 acres at Moorside. Its promoters say it could support new nuclear power, clean energy projects and industries linked to artificial intelligence.
However, the possibility of data centres forming part of the development may raise questions over electricity use, water demand and how many permanent jobs would be created.
Industry helping to shape Pioneer Park plans
The site is owned by the Nuclear Decommissioning Authority and sits next to the Sellafield complex in West Cumbria.
BEC, a partnership between the authority and Cumberland Council, was appointed to speak with energy companies, developers and other organisations about possible uses for the land.
This industry engagement is helping to shape a masterplan for Pioneer Park. Engineering and advisory firms Mott MacDonald and WSP were appointed in March 2026 to lead the planning work.
A final masterplan is expected later in 2026.
What could be built at Pioneer Park?
The development is being promoted as a clean energy and innovation hub rather than a single project.
Possible uses include new nuclear generation, small modular reactors and businesses that could use low-carbon energy generated at the site.
Pioneer Park has also been put forward as a potential AI Growth Zone. This could encourage investment in data centres and other technology infrastructure that requires large and reliable electricity supplies.
Cumberland Council has said any development must not interfere with Sellafield’s nuclear clean-up work. Project leaders are aiming for major construction at Pioneer Park to be largely complete before work begins on a planned plutonium disposal facility, currently targeted for 2035.
Data centres can place pressure on energy supplies
Data centres contain large numbers of servers used to store and process digital information. They are vital for services such as cloud computing and artificial intelligence, but they can require substantial amounts of electricity.
Data centres currently account for around 2.5 per cent of UK electricity use. A House of Commons Library briefing says this demand could increase fourfold by 2030.
Large developments can also face delays because of limited capacity on the electricity grid. This has already become a concern in areas where several data centres are competing with homes and businesses for new connections.
Supporters may argue that Pioneer Park is different because it could combine data centres with new nuclear or other clean energy generation.
However, the masterplan would need to explain how much power would be required, when generation would become available and whether the development could affect supplies or infrastructure costs elsewhere in Cumbria.
Large investment does not always mean large permanent workforce
Data centres can create a significant burst of work while they are being built. Construction may require engineers, electricians, groundworkers and specialist contractors over several years.
Once operational, however, the buildings are highly automated and often need relatively few employees compared with their size and cost.
A proposed £10 billion data centre campus in Northumberland, containing up to ten data centres, is expected to provide around 400 direct, permanent jobs. The House of Commons Library describes the number of jobs created by data centres as relatively modest.
This does not mean a data centre would bring no benefit. It could support supply-chain firms, generate business rates and attract related technology companies.
The key question for West Cumbria would be whether the development creates lasting, accessible jobs for local residents rather than relying mainly on short-term construction work and specialist staff brought in from elsewhere.
Water use impact
Servers create heat and must be kept cool. Some data centres use water-based cooling systems, while others use air cooling, closed-loop systems or a mixture of technologies.
The amount of water used can therefore vary greatly between sites. There are also currently no complete official figures showing how much water UK data centres use. This lack of transparency has led to calls for stronger reporting requirements.
Any proposal at Pioneer Park would need to clearly set out where its water would come from, how much would be needed and whether treated or recycled water could be used instead of drinking water.
Developers asked to show clear community benefits
Pioneer Park could help West Cumbria build on its nuclear experience and reduce its reliance on the Sellafield economy.
Supporters believe the land offers a rare opportunity to combine energy generation with new industries, creating investment that could continue for generations.
BEC said its market engagement would identify the proposals that offer the greatest benefit to the community. Cumberland Council leader Mark Fryer said he wanted to hear ideas from the market. While Whitehaven and Workington MP Josh MacAlister has backed new nuclear generation and industries that could use the power produced.
As plans become clearer, residents may expect firm answers on several issues. These include permanent job numbers, training opportunities, electricity demand, water use, noise, transport and the wider environmental impact.
The masterplan will provide the first detailed indication of whether Pioneer Park can deliver substantial long-term benefits without placing an unfair burden on local resources.
